The U.S. Environmental Protection Agency (EPA) issued a Notice stating that it is planning to develop and apply DNA-based methods for identifying organisms in ballast samples that can provide accurate and consistent species level identifications for all the dominant taxonomic groups found in ballast. A tall order indeed. (HK Law).
